The TIMSS 2007 Technical Report provides technical documentation about the design and implementation of the assessment, including details of the processes underlying the development of the TIMSS 2007 instruments and the methods used in sampling, data collection, scaling, data analysis, and reporting. In particular, the TIMSS 2007 Technical Report provides detailed documentation about the procedures and methods used by TIMSS to provide internationally comparative data of high quality. The report explains the multi-faceted attention to quality and the many quality assurance steps that were implemented from updating the assessment frameworks for TIMSS 2007 through release of the international database and the User Guide.

In the TIMSS 2007 Technical Report published in December 2008, exhibits pertaining to the Knowing and Applying cognitive domains were mislabeled, so that data labeled “Knowing” actually were Applying data and those labeled “Applying” actually were Knowing data. This has been rectified in the revised online version of the Technical Report by replacing Exhibits 11.16, 11.17, 11.18, and 11.19 in Chapter 11, as well as Exhibits E.4, E.5, E.10, E.11, E17, E.18, E.24, and E.25 in Appendix E.
